Thanks to wonder of science, it's possible to make high quality dance music on a fairly small budget. Starting with a reasonable laptop plus some music production software, you can be authoring your own tracks in next to no time.
In terms of software (digital audio workstation), I use FL Studio XXL Producer Edition. The latest version of FL Studio is packed full of free sounds, with great sampling functions and the interfaces with third party plugins is very simple. Its got to be mentioned that FL Studio also offer free life time updates which means the software is great value for money. Of course there are other digital audio workstations (DAW) available such as Cubase, Reasons, Pro-Logic etc... but these tend to be more expensive and require more effort to set up.
Ok so now you have the basic equipment, search the internet for sample packs which will help get you started on those early productions. Sample packs range from £10 to £40 and contain wav / mp3 samples that can be dropped directly in to your DAW or patched in to a sampler such as Kontakt. An absolute must for serious producers are some quality virtual studio Instruments (VST) plugins such as Native Instruments - Komplete, containing very high end instruments used by the best producers in the industry (I recently spotted Will-i-am creating basslines with Native Instruments Massive).
